In einer Welt, in der Menschen und Roboter zusammenleben, existiert eine Stadt namens Romdeau. Sie ist ein kontrolliertes Paradies, in der die Regierung ihren Bürgern ihr Leben vorschreibt. Doch neben dem sogenannten Cogito-Virus, das Autoreivs befällt und ihnen echte Gefühle ermöglicht, befindet sich auch eine Kreatur namens Proxy auf freiem Fuß, die wahllos Menschen abschlachtet. Re-l Mayer, eine Inspektorin des Geheimdienstes und Tochter des Stadtregenten, wird zusammen mit ihrem Autoreiv-Partner Iggy beauftragt, die Fälle zu untersuchen. Als sie von Proxy attackiert wird, gerät sie immer tiefer in den Fall und in eine Welt, jenseits der Grenzen Romdeaus. Dabei nimmt vor allem der unauffällige Einwanderer Vincent Law eine außergewöhnliche Rolle bei der Suche nach dem Geheimnis von Proxy ein...
