Die dreizehnjährige Kiki ist kein gewöhnliches Mädchen, sondern eine kleine Hexe. Und wie jede junge Hexe muss sie in ihrem dreizehnten Lebensjahr aufbrechen, um für mindestens ein Jahr in einer fremden Stadt zu leben. Als der Wetterbericht schönes Wetter verkündet, entschließt sie sich spontan am Abend loszufliegen. Doch scheint der Start in ihr neues Leben unter keinen guten Sternen zu stehen, denn das Wetter hält sich einfach nicht an die Vorhersage. Das Gewitter, in das sie gerät, zwingt sie schließlich, Zuflucht in einem Güterzug zu suchen.
Am nächsten Morgen erreicht der Zug das Meer und die Sonne scheint wieder. Kiki fliegt ein kurzes Stück über das Meer und findet schließlich eine Stadt, die genauso ist, wie Kiki sie sich vorgestellt hat. Als sie versucht einen guten Eindruck auf die Stadtbewohner zu machen, löst sie beinahe einen Unfall aus und eine Reihe von Ereignissen machen ihr das Leben ungemein schwer...
